The challenge
During development of the Wylfa Newydd proposal, Horizon needed a clear basis for assessing expenditure and demonstrating how costs had been managed. The review required scrutiny of supplier contracts, management arrangements and the evidence behind reported costs.
Our role
MJA worked within the cost discovery and verification team, alongside KPMG and other advisers. We helped shape the execution plan and assessment specifications, covering forensic accounting and commercial and management compliance.
Our role included commercial reviews of engineering frameworks and enabling works, and examination of the front-end engineering and design contract. We supported structured reporting and the arrangements for a virtual data room so that evidence could be assembled and reviewed. The work also addressed fee and indexation analysis and the transparency of costs across contractual interfaces.
The value
The commission established procedures, assessment specifications and reporting outputs for the client’s scrutiny process. The 2018 assignment demonstrates MJA’s ability to mobilise specialist commercial knowledge for a defined development-stage review, helping a client organise the evidence needed to examine costs and contractual arrangements.
